Projects eligible to apply for funding under the SVHC must be non-profits or units of local government providing services to persons that are eligible in the cities and counties of Norfolk, Chesapeake, Suffolk, Franklin, Southampton, and Isle of Wight.

Housing First Assessment
One of the most important best practices implemented across homeless programs has been the Housing First Approach. HUD has tasked CoC’s with assessing all programs to ensure we are applying and implementing the Housing First Approach appropriately for programs that serve homeless households. To facilitate the CoC’s assessment, the Program Monitoring Committee has approved the implementation of a Housing First Self-Assessment for 2024.
