Hampton Roads HMIS

​About HMIS

A Homeless Management Information System (HMIS) is a database used to collect client-level data on the provision of housing and services to individuals and families experiencing and at risk of homelessness. 
​​
Aggregate and specific data from the HMIS are used by local, state, and federal policymakers to inform decisions around homeless service provision. 
​


The Planning Council serves as HMIS Lead Agency for the following Continuums of Care:

 1. Greater Virginia Peninsula Homelessness Consortium
  • Cities of Hampton, Newport News, Poquoson, Williamsburg
  • Counties of James City and York
 2. Portsmouth Homeless Action Consortium
  • City of Portsmouth
 3. Southeastern Virginia Homeless Coalition
  • Cities of Chesapeake, Franklin, Norfolk, Suffolk
  • Counties of Isle of Wight and Southampton 
 4. Virginia Beach Continuum of Care
  • City of Virginia Beach
And HMIS System Administration support to: 
 5. Central Virginia Continuum of Care
  • City of Lynchburg
  • Counties of Amherst, Appomattox, Bedford, and Campbell

Our Role as HMIS Lead Agency

Some of our main roles and responsibilities as HMIS Lead Agency and as System Administrators include: 
  • Providing training and technical assistance for over 300 end users
  • Ensuring proper collection and recording of standardized data from over 90 partner agencies
  • Establishing a Data Quality Plan to monitor and implement strategies for increasing data quality for over 200,000 client records
  • Producing and submitting reports to HUD such as the System Performance Measures, Longitudinal System Analysis, Point-in-Time Count, and Housing Inventory Count
  • Providing oversight to ensure compliance with HMIS Privacy and Security standards 
  • Extracting, compiling, and analyzing HMIS data to support strategic planning
  • Producing data dashboards for partner agencies, CoC leadership, and other stakeholders
  • Developing and maintaining HMIS Policies and Procedures, in partnership with the HMIS Steering Committee
  • Maintaining HMIS software vendor agreements and contracts
  • Oversight and provision of daily HMIS operations, including testing and validating software functionality 
  • Supporting Victim Service Providers with a comparable database ​
