The Planning Council has the knowledge and experience to help homeless service providers maximize funding from federal, state and local governments and foundations to best
​ meet the needs of the most vulnerable households and individuals.

Established in 1941

The Planning Council is a not-for-profit, community-based, planning corporation created in 1941 to provide planning, development, and management of those human service that improve the livability of our communities.
The Planning Council has succeeded in addressing some of the most critical problems in the human services arena in the region. A three-faceted approach, including professional analysis and research, development of community coalitions, and effective evaluation processes, has become a trademark of The Planning Council as it provides concrete strategies for solving these critical problems.  

Our Goal

We plan, develop, and manage human services to improve the quality of life.
The Planning Council brings together partners across jurisdictional boundaries to offer homeless solutions regionally.
  • Manage client-level database for over 60 agencies.
  • Facilitate state and annual federal funding of over $10 million for 68 homeless programs.
  • Coordinate local and regional planning strategies for agencies serving the homeless.

Our Teams

The Planning Council's Continuum of Care (CoC) Team leads local and regional homeless initiatives to promote a systematic approach for preventing and ending homelessness.

CoC Coordination Team

The CoC Coordination Team focuses on creative solutions, data-driven decision making, and collective impact alongside provider agencies, government leadership, as well as state and national advocacy groups to implement and roll out best practice programs to prevent and end homelessness.
The CoC Coordination Team develops and submits the annual CoC applications to both state and federal funders that total over $10 million, securing financial resources that support homeless housing and service programs.

HMIS Administration Team

The Homeless Management Information System (HMIS) Administration Team focuses on supporting provider agencies that are required to utilize the HMIS, ensuring compliance and general system maintenance, and submitting reports to federal, state, and local partners to provide outcomes and supporting evidence to secure continued or increased funding in our communities. 
The HMIS Administration Team strives to make data actionable by producing reports for analysis to encourage evidence-based, strategic decision making. We are committed to 
encouraging innovative use of systems and data to improve service provision, manage operations, and better serve clients at all levels.
