Projects eligible to apply for funding under the GVPHC must be non-profits, faith-based organizations, or units of local government providing services to persons that are eligible in the cities and counties of Hampton, Newport News, Poquoson, Williamsburg, James City, and York.

HUD announces opportunity for funding: Now available - FY2026 Continuum of Care Program NOFO.
On August 7, 2026, the District Court of Rhode Island issued a summary judgement against HUD - vacating the FY2026 NOFO and its deadlines in full. Housing First Assessment
One of the most important best practices implemented across homeless programs has been the Housing First Approach. HUD has tasked CoC's with assessing all programs to ensure we are applying and implementing the Housing First Approach appropriately for programs that serve homeless households. To facilitate the CoC's assessment, the Leadership Team Committee has approved the implementation of a Housing First Self - Assessment.
